Thailand Visa Application Form - New Delhi Embassy (For those applying to the Thai Embassy in Delhi)
Thailand Visa Application Form (For all those applying to Thai embassies and Consulates elsewhere)
If you plan to re-enter Thailand on your existing visa. For example - if you enter Thailand on a single entry tourist visa and want to make a side trip to Cambodia and want to re-enter Thailand on your tourist visa, you would have to obtain a re-entry permit before leaving Thailand.

There are two types of re-entry permits -
1) Single re-entry permit - As the name suggests, this permit allows you to re-enter Thailand only once. The duration of the permit is the same as your existing Thai visa. The fee for this permit is 1000 THB.
2) Multiple re-entry permit - This permit allows you to re-enter Thailand as long as your visa is valid. The fee for this permit is 3800 THB.
Re-entry permits can be obtained at the airport, other immigration checkpoints or at the immigration department office in the city. (Soi Suan Plu in Bangkok).

Yes and No. As per Thai visa law, Indian passport holders can apply for a Thai visa in India or a country they are resident in. So, you must hold a PR or a temporary residence visa (work, student etc.) in Singapore, Malaysia or any other third country in order to apply for a visa at a Thai embassy in that country.
If you plan to stay in Thailand for more then 15 days (Visa on Arrival grants you a 15 days stay), you would have to apply for a Transit or Tourist visa.
A transit visa allows you to stay in Thailand for 30 days. You can stay in Thailand for 60 days on a tourist visa. The visa application has to be made either to the VFS centers in Delhi and Chennai or the Royal Thai Consulates in Mumbai and Kolkata.

Requirements for Tourist/Transit Visa:
You can also obtain a double entry transit/tourist visa. This allows you two entries into Thailand. You can stay for a period 30 and 60 days per entry respectively.
